I am Masa from Japan. I visited some orchid nurseries in California and found some nice orchids before. But I couldn't buy them, because they didn't have CITES permits. I am thinking of visiting US again in the near future. Is there any legal way to take orchids from US to Japan?

You can take them out of the country with no issues. Getting them into Japan would be the point of issue, so you'll have to check with the authorities there on what the requirements are.
